Belarusian senator calls for effective, understandable laws

Laws should be effective and the society should be able to understand them, BelTA learned from Chairwoman of the Council of the Republic of the National Assembly of Belarus Natalya Kochanova during the opening of the spring session of the upper chamber of the Belarusian parliament on 2 April.

Natalya Kochanova noted: “Laws should work effectively, should be understandable for the society, and should not need frequent amendments. This is why we are organizing our work in a way to join lawmaking efforts of the lower chamber of the Belarusian parliament from the very start. An open dialogue has been established with all parties of the lawmaking process: government agencies, public associations, representatives of the private sector, science, and the expert community.”

The Council of the Republic also discusses bills during offsite meetings of the senate's commissions in the regions. Heads of municipal government agencies, enterprises, and specialists directly involved in business processes take part in such meetings.

Upon instructions of the head of state the Council of the Republic of the National Assembly of Belarus has promptly come up with over 50 systemic and comprehensive proposals on improving the legislation on administrative responsibility. “Most of them have been backed by interested parties and are already reflected by the bills that have been prepared. We are also taking an active part in the development of proposals on amending and expanding the Constitution,” Natalya Kochanova said.
