The issue of providing copies of certificates of origin of goods to confirm the country of origin was clarified at Vitebsk Customs

 When declaring goods through customs, the origin of goods is confirmed in all cases where confirmation of customs tariff regulation measures, prohibitions and restrictions, and measures to protect the domestic market depends on the origin of goods. The document of origin of goods is a declaration of origin of goods or a certificate of origin of goods.

Simplification of the procedure for documenting the origin of imported goods (the possibility of submitting a copy of the certificate of origin of goods) is one of a number of business support measures taken by the Eurasian Economic Commission (hereinafter referred to as the EEC) at present.

Thus, for the purpose of obtaining tariff preferences for goods imported into the customs territory of the Eurasian Economic Union, an electronic or paper copy of the certificate of origin of the goods may be submitted, subject to the mandatory subsequent submission of the original certificate no later than 6 months from the date of registration of the declaration for goods. In this case, the declarant writes by hand or prints on the back of the copy of the certificate an obligation (in any form) to present the original certificate of origin of the goods to the customs authority.

The specified procedure for submitting to the customs authority copies of certificates of origin of goods of form “A” can be applied until December 31, 2024 (Decision of the EEC Council dated November 24, 2023 No. 133), copies of certificates of origin of goods of forms EAV, ST-2 and ST-3 - until December 31 .2025 (Decision of the EEC Council dated October 20, 2023 No. 120).

In addition, the Rules for determining the origin of goods imported into the customs territory of the Eurasian Economic Union (non-preferential rules for determining the origin of goods), approved by Decision of the EEC Council dated July 13, 2018 No. 49, for the purposes of applying non-tariff regulation measures and protecting the internal market, maintaining statistics on foreign trade in goods , public procurement also provides for the possibility of using a copy of the certificate of origin of goods in electronic form or on paper. At the same time, the customs authority has the right to request the original certificate of origin of goods on paper if there are signs that the information contained in the submitted copy of the certificate does not correspond to the information contained in the original certificate.
