The government has adjusted 23 regulations on environmental issues. This is provided for by Council of Ministers Resolution No. 130 of February 27, 2024, BELTA reports with reference to the National Legal Internet Portal .The legal act determines the procedure for maintaining state and production accounting of greenhouse gas emissions from sources and their absorption by sinks, the procedure and conditions for limiting greenhouse gas emissions from sources and (or) the use of substances that contribute to their formation by business entities.The Ministry of Natural Resources explained that the document expanded the list of officials of the department and its territorial bodies who have the right to exercise control in the field of environmental protection and rational (sustainable) use of natural resources.The procedure for creating and maintaining a state register of environmental information on the state of the environment and the impact on it has been determined. In addition, the purposes for which a permit is issued for the seizure of wild animals and wild plants (transplantation of wild plants), objects subject to seizure (derivatives) have been supplemented, and the procedure for making a decision on the termination of such permits has been determined.The algorithm for issuing complex environmental permits is being improved. In particular, it establishes the possibility for the authority issuing permits to travel to the location of the facility when reviewing documents. The validity periods of such permits are established similar to the validity periods of permits for emissions of pollutants into the atmospheric air.The Ministry of Natural Resources and Environment has additional functions. For example, organizing environmental audits by subordinate organizations, coordinating the implementation of the national action plan for the development of a green economy in the country, maintaining state accounting of greenhouse gas emissions from sources and their absorption by sinks and others.The resolution comes into force on April 26 of this year simultaneously with the Law of the Republic of Belarus dated July 17, 2023 No. 294-Z “On Amendments to the Law of the Republic of Belarus “On Environmental Protection.”
